The 15R could be interesting because it might use the good parts as the flagship phone but it will not have the expensive camera or the fancy materials that the flagship phone has. This means the 15R phone can give you the performance of a flagship phone at an affordable price.

If you need the phone now do not wait for a version that has not been confirmed yet.. If you can wait for a few weeks it might be a good idea to see what the 15R launch is like.
